Building safety case support for Glasgow buildings
Glasgow's tenement flats share closes and stairs, so communal fire safety and the Scottish interlinked alarm standard matter for landlords and factors alike. The city also has a significant number of high-rise council and housing association blocks.
Under the Building Safety Act 2022, occupied higher-risk buildings in England (at least 18 metres or seven storeys high, with at least two residential units) must be registered with the Building Safety Regulator. The Principal Accountable Person must assess the building safety risks, which are fire spread and structural failure, and take all reasonable steps to manage them.
That assessment and its evidence form the safety case. The safety case report summarises it, and the Regulator can call it in at any time as part of a building assessment. A strong report is backed by real evidence: current fire risk assessments, external wall appraisals, fire door records, fire alarm and emergency lighting certificates, and maintenance histories.
The rules that apply in Glasgow
Scotland does not use the English higher-risk building regime. External wall risk on residential buildings is assessed through the Scottish Government's Single Building Assessment, which looks at the whole building rather than the wall alone.
